About HLC

HLC Mozambique is the trading name of HLC Renewable Energies and Infrastructures, LDA.

HLC Mozambique is a company incorporated under Mozambican law, and a member of the HLC Group (Vietnam). The company was established with a defined purpose: to serve as the Mozambican contracting and execution entity for the energy, infrastructure, and construction projects of the Group and its technical partners in Mozambique.

The structure is deliberate and corresponds to the current practice of international contractors entering new markets: the local entity ensures the legal framework, licenses, workforce, and local content; the Consortium's technical partner ensures the experience, engineering, execution capacity, and guarantees.

Consortium

The HLC–CC1 Consortium

For energy and infrastructure projects in Mozambique, HLC Mozambique operates under a contractual Consortium with Construction Corporation No. 1 – JSC (CC1), the Vietnamese technical and EPC partner of the Consortium.

Before the client, HLC Mozambique is the signatory to contracts in Mozambique. CC1 provides the engineering, EPC execution, technical support and guarantees under the terms of the Consortium Agreement.

Capacity transfer

A structured model for transferring CC1's technical and management skills to the Consortium's operations in Mozambique.
